Colorado Commission on Higher Education shall negotiate reciprocal tuition agreements with Israeli public higher education institutions to waive nonresident tuition differentials for Colorado residents attending Israeli universities in exchange for Israeli residents attending Colorado public universities at resident rates.

Commission may negotiate with either the entire Israeli public higher education system or individual institutions within that system.

Upon reaching an agreement, the commission shall direct Colorado public institutions of higher education to comply with the reciprocal tuition arrangement.

Commission must report to the General Assembly on the terms of any agreement reached and the number of Colorado and Israeli residents benefitting from the arrangement.

Act takes effect August 6, 2014, unless a referendum petition is filed, in which case it requires voter approval at the November 2014 general election.
