State treasurer must transfer $100 million from the general fund to the state highway fund on July 1, 2014.

Department of transportation shall allocate the transferred funds among engineering regions in proportion to the number of state highway system lane miles in each region.

Ten million dollars of the $100 million transfer must be allocated to the department's off-system bridge program for bridges located in municipalities with populations under 10,000 or counties with enhanced rural enterprise zones.

All transferred funds must be used only for maintenance, repair, reconstruction, and replacement of existing state highways and bridges, excluding bikeways, transit lanes, park-and-ride facilities, and other multimodal or transit-related improvements.
