Creates mandatory minimum sentencing ranges for sex offenders who commit Class 2, 3, or 4 felonies involving sexual intrusion or penetration against children under 12 years old when the offender is at least 18 years old and at least 10 years older than the victim.

Establishes indeterminate lifetime sentences with specific minimum ranges: 10-16 years for Class 4 felony, 18-32 years for Class 3 felony, and 24-48 years for Class 2 felony, with maximum sentence of natural life.

Requires defendants placed on parole to wear electronic monitoring for the duration of their parole period.

Prohibits probation as an alternative sentence for these offenses; offenders must be sentenced to the Department of Corrections instead of probation.

Takes effect July 1, 2014, and applies to offenses committed on or after that date; similar to Florida's "Jessica's Law" adopted by more than 40 states.
