Creates the "Greatest Resources for Education Are Teachers Act" to establish a grant program providing salary bonuses to highly effective teachers working in low-performing schools implementing priority improvement or turnaround plans.

Authorizes the State Board of Education to award grants in two-year cycles beginning in 2015-16, with grant amounts based on the number of eligible highly effective teachers employed and bonus eligibility criteria.

Establishes bonus amounts ranging from $3,000 to $12,000 per year depending on whether the teacher transferred from a high-performing school and the school grade level (elementary, middle, or junior high).

Appropriates $4 million from the state education fund to create the Highly Effective Teacher Incentives Fund, with approximately $2 million allocated to each of the first and second grant cycles.

Requires the Department of Education to submit a report by December 15, 2019 documenting program implementation, participating schools and teachers, student academic growth, and school performance plan status before and during the program.
