Raises the minimum age to purchase, possess, or receive cigarettes and tobacco products from 18 to 21 years old.

Creates an exception for individuals born on or before December 31, 1996, who may legally purchase and possess tobacco products regardless of current age.

Requires retailers to request and examine government-issued photographic identification before selling tobacco products, with the requirement waived if the individual appears older than 30 years of age.

Establishes a $100 fine for persons under 21 who purchase or attempt to purchase tobacco products, with an option for courts to require tobacco education programs or community service in lieu of fines for first offenses.

Requires retailers to display warning signs in prominent locations and on vending machines stating it is illegal for persons under 21 to purchase tobacco products unless born on or before December 31, 1996, with the effective date of January 1, 2015.
