Reorganizes Colorado's bingo and raffle gaming statutes by relocating provisions from section 12-9-107 into new dedicated sections (12-9-106, 12-9-107.1, 12-9-107.2, 12-9-107.3) for clarity without changing substantive law.

Allows bingo-raffle licensees to conduct "event pull tab series" where specific winning numbers drawn in a bingo game determine prizes for matching pull tabs numbered 1-75.

Permits licensees conducting progressive games to maintain one additional checking or savings account containing only progressive game proceeds, with separate tracking requirements.

Clarifies that food offered to volunteers during bingo operations valued below a licensing authority-set limit is not considered remuneration.

Takes effect August 6, 2014, unless subject to a referendum petition, in which case it requires voter approval at the November 2014 general election.
