Extends the sunset date for pet animal facility licensing from July 1, 2014 to September 1, 2019, continuing the Commissioner of Agriculture's licensing functions.

Expands prohibitions on animal cruelty convictions to apply to principals, officers, directors, and managers with substantial control over pet animal facility operations, barring them from licensure for two years following revocation.

Requires Commissioner to report suspected animal cruelty or animal fighting violations to law enforcement, with immunity protections for good faith reports and penalties of Class 1 petty offense for willful violations.
