Requires home inspectors in Colorado to obtain certification from the Director of the Division of Real Estate by July 1, 2015, making it unlawful to perform home inspections or present oneself as a home inspector without certification.

Authorizes the Director to establish certification standards including education and continuing education requirements, examinations, disqualifying factors (such as criminal history), and standards for suspension, revocation, and reinstatement.

Requires applicants to submit to fingerprint-based criminal history record checks through the Colorado Bureau of Investigation and Federal Bureau of Investigation, with applicants paying the associated fees.

Establishes that the Director shall set and adjust fees for certification applications, certifications, recertifications, classes, and examinations administered by the Division of Real Estate.

Allows individuals who performed home inspections before the effective date to be certified without education and examination requirements if they demonstrate sufficient knowledge, skill, and experience to the Director's satisfaction.
