Amends Colorado Revised Statutes 10-1-136 to specify which insurance materials may be provided in languages other than English by insurers to customers.

Limits non-English materials to insurance policies, endorsements, and riders only, removing previous language allowing "any explanatory or advertising materials" to be provided in other languages.

Requires insurers who provide these specified documents in a non-English language to also provide the English version at the same time.

Establishes that the English language version controls resolution of any disputes or complaints regarding insurance documents.

Takes effect August 6, 2014, unless a referendum petition is filed, in which case the act requires voter approval at the November 2014 general election to take effect.
