Authorizes the state treasurer to loan items presented to the governor as gifts to the state to the Colorado State Historical Society for public display.

The state historical society may display loaned items at the state museum or at similar or related venues across the state.

Applies only to items the treasurer has accepted pursuant to existing gift acceptance procedures, which require governor approval and general assembly disposition authority.

Takes effect 90 days after final adjournment of the general assembly (August 6, 2014, if sine die is May 7, 2014), unless subject to referendum petition and requires voter approval in November 2014.
