Adds "telepharmacy outlet" as a type of "other outlet" under Colorado pharmacy law, enabling remote pharmacy operations in underserved areas.

Allows licensed pharmacists to supervise pharmacy technicians at telepharmacy outlets via computer link, videolink, audiolink, or equivalent telecommunication equipment rather than requiring physical presence.

Defines a telepharmacy outlet as a remote pharmacy site located more than 20 miles from the nearest prescription drug outlet and connected to a central pharmacy with on-site pharmacy technician supervision.

Permits the State Board of Pharmacy to adopt additional rules specifying criteria for telepharmacy outlet operation as deemed necessary.

Takes effect on August 6, 2014, unless subject to a referendum petition, in which case it requires voter approval at the November 2014 general election.
