HB 14-1292: Student Success Act

• Sets minimum total program funding for Colorado schools at $5.911 billion starting in the 2014-15 budget year, replacing the previous inflation-adjustment requirement.

• Increases state aid to charter school facilities from $7 million to $13.5 million for 2014-15, then to $20 million for 2015-16 and beyond, with funds distributed based on charter school pupil enrollment.

• Establishes "automatic waivers" for charter schools, allowing compliance with certain state statutes and rules without requiring individual waiver applications or compliance statements.

• Requires school districts to post actual expenditures by job category and school site online by July 1, 2015, and mandates annual reporting of additional local property tax revenues distributed to schools, including charter schools.

• Increases funding for the Colorado Read Act (early literacy program) from $16 million to $36 million annually starting in 2014-15, and appropriates $152.4 million additional state education fund moneys for districts' total program funding in FY 2014-15.
