Transfers $300,000 from the state general fund to the Colorado State Fair Authority Cash Fund for the 2014-15 fiscal year to renovate and enhance facilities used in 4-H and Future Farmers of America programs.

Reduces the general fund appropriation to the controlled maintenance trust fund by $300,000 to offset the transfer.

The transfer authority expires July 1, 2016, and this subsection is repealed effective that date.

Acknowledges Pueblo City Council's intent to provide $125,000 annually to the state fair in fiscal years 2015 and 2016, subject to appropriation.

Declares the act necessary for immediate preservation of public peace, health, and safety.
