Establishes state funding for Colorado's Safe Routes to School program after federal funds end in fiscal year 2014-15, with $700,000 appropriated from the general fund for fiscal year 2014-15.

Modifies grant award criteria to prioritize schools where more than 50% of students are eligible for free or reduced-price lunch under the National School Lunch Act.

Requires that for fiscal year 2014-15, 100% of grants fund noninfrastructure programs (education, training, and community outreach); beginning fiscal year 2015-16, at least 20-30% of grants must support noninfrastructure programs.

Allows federal funds received for the program to offset the state general fund appropriation dollar-for-dollar beginning fiscal year 2014-15.

Recognizes Colorado's Safe Routes to School program success, noting 96% of participating schools report increased student biking and walking, with some schools experiencing 31% increases in active transportation to school.
