Grants the Legislative Council's executive committee power to consider, recommend, and establish policies allowing legislative committees to accept remote testimony from centralized sites located around Colorado.

Requires at least one remote testimony site to be located in the Western Slope area of the state if remote testimony is approved.

Allows the executive committee to partner with state institutions of higher education to use their facilities, equipment, and staff as centralized remote testimony sites.

Mandates the Director of Research submit a report by August 1, 2016, documenting total remote testifiers, site locations, hearing lengths, travel miles saved, implementation costs, technological issues, and recommendations for improvement.

Appropriates $135,354 and 1.0 FTE from the general fund to legislative council staff for implementation in fiscal year 2014-2015.
