Moves Mineral County from Category VI to Category V for purposes of establishing county officer salaries under Colorado Revised Statutes 30-2-102.

Category V counties now include Baca, Bent, Cheyenne, Conejos, Costilla, Crowley, Hinsdale, Lincoln, Mineral, Phillips, Saguache, and San Juan.

Category VI counties now consist of Dolores, Jackson, Kiowa, and Sedgwick (removing Mineral).

Takes effect August 6, 2014, unless a referendum petition is filed, in which case approval by voters in the November 2014 general election is required.

Effective only if annual salaries of county officers are not increased more than 10% by legislation enacted during the 2014 legislative session.
