Extends the repeal date of Colorado Revised Statutes sections 24-75-105 through 24-75-107 and 24-75-110 from September 1, 2014 to September 1, 2020, allowing continued transfers of appropriations between departments and overexpenditures under certain conditions.

Permits the state controller to allow overexpenditures for fiscal years beginning on or after July 1, 1998 through June 30, 2020, but prior to July 1, 2020.

Prohibits overexpenditures for Department of Health Care Policy and Financing appropriations in the Executive Director's Office line item or any line item labeled as ineligible for overexpenditure by the General Assembly, effective for fiscal years commencing on or after July 1, 2014.

Extends authorization for transfers between the Department of Health Care Policy and Financing and Department of Human Services for materially similar and corresponding items of appropriation for Medicaid programs until September 1, 2020.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
