Amends Colorado Revised Statutes section 38-38-808 to extend the repeal date of the foreclosure deferment program from June 30, 2014 to September 1, 2015.

Continues efforts to reduce the number of foreclosures in Colorado by maintaining the foreclosure deferment program for an additional 15 months.

Declares the act necessary for the immediate preservation of public peace, health, and safety under the safety clause provision.
