• Directs the Department of Personnel to commission an independent disparity study examining historically underutilized businesses' participation in Colorado state procurement during fiscal years 2009-10 through 2013-14.

• Requires the final report with findings and recommendations to be delivered to the General Assembly and Department of Personnel by December 1, 2015, and posted on the Minority Business Office website.

• Defines historically underutilized businesses as at least 51% owned by racial/ethnic minorities, women, veterans, persons with disabilities, or LGBTQ community members who control management and daily operations.

• Mandates the Department of Personnel develop a tracking method for all state contracts awarded to historically underutilized businesses, with data published on the department's website beginning January 1, 2015.

• Appropriates $684,420 and 0.5 FTE to the Department of Personnel for fiscal year 2014-15 to implement the study and tracking requirements.
