Extends enhanced unemployment insurance benefits for unemployed individuals participating in approved training programs from June 30, 2014 to June 30, 2017.

Authorizes the Department of Labor and Employment to obligate up to $4 million in general fund moneys per year for fiscal years 2014-15 through 2016-17, with a total cap of $12 million over the three-year period.

Repeals section 8-73-114(4)(b)(III) regarding alternative funding through gifts, grants, or donations, effective July 1, 2015.

Requires the division to submit annual reports to the joint budget committee and relevant legislative committees by December 31 of each year through December 31, 2016 regarding program status and outcomes.

Takes effect July 1, 2014 with a safety clause declaring the measure necessary for immediate preservation of public peace, health, and safety.
