Amends Colorado Revised Statutes 37-92-301 to increase the filing period for reasonable diligence findings from every 6 years to every 8 years for conditional water rights.

Water right owners must file an application for a finding of reasonable diligence with the water clerk or the conditional water right is considered abandoned.

The water court decree must specify the month and calendar year when the subsequent diligence application must be filed, occurring every 8 years after the previous decree entry.

Applies to all diligence findings made by the water judge on or after the effective date of the act.

Takes effect August 6, 2014, unless a referendum petition is filed, in which case approval by voters at the November 2014 general election is required.
