Modifies the Colorado Task Force on Drunk and Impaired Driving by changing it from an "interagency" task force to "the Colorado" task force and expanding its membership composition.

Requires the Executive Director of the Division of Behavioral Health to appoint two representatives with specific qualifications: one with expertise in substance abuse education and treatment for DUI/DWAI offenders, and one with expertise in treating minors, adolescents, and juvenile offenders with substance abuse issues.

Adds three new task force members: a representative of a statewide organization representing retail marijuana sellers for off-premises consumption, the Director of the Peace Officers Standards and Training Board (or designee), and a researcher specializing in drunk and impaired driving research appointed by a majority of task force members.

Changes the selection process for youth and addiction counselor representatives from "jointly" selected to selected by the designated member, and clarifies the task force meets regularly to investigate methods of reducing drunk and impaired driving incidents.

Takes effect August 6, 2014, unless subject to a referendum petition, in which case it requires approval by voters at the November 2014 general election.
