Exempts internet-protocol-enabled services and voice-over-internet protocol (VoIP) services from Public Utilities Commission regulation in Colorado.

Adds definitions for commercial mobile radio service (CMRS), internet-protocol-enabled services, and VoIP services to state telecommunications law, referencing federal definitions where applicable.

Exempts InterLATA and IntraLATA toll services from regulation except for interexchange carrier registration, unauthorized billing charges, and unauthorized service changes.

Preserves commission authority over wholesale telecommunications rates, basic emergency services, intercarrier compensation disputes, and high-cost support mechanisms.

Appropriates $39,436 and 0.3 FTE to the Public Utilities Commission for fiscal year 2014-2015 to implement the act.
