Amends Colorado Revised Statutes 8-20.5-103 to modify how revenues in the petroleum cleanup and redevelopment fund are handled and appropriated.

Requires fund revenues to remain in the fund and prohibits them from being credited or transferred to the general fund at the end of any fiscal year.

Makes fund revenues exempt from Section 24-75-402, C.R.S., and continuously appropriates them to the Division of Oil and Public Safety for petroleum cleanup and redevelopment purposes without requiring annual legislative appropriation.

Exempts administrative costs for managing the fund from continuous appropriation, making those expenses subject to annual appropriation by the General Assembly.

Declared necessary for immediate preservation of public peace, health, and safety under the bill's safety clause provision.
