Increases the general fund reserve requirement to 6.5% of general fund appropriations for fiscal year 2014-15 and each fiscal year thereafter.

Repeals previous reserve requirements of 6% for fiscal year 2015-16 and 6.5% for fiscal year 2016-17 and beyond.

Removes the suspension mechanism in subsection (e) that allowed reserve requirements to be suspended based on Colorado personal income growth triggers.

Simplifies reserve requirements by establishing a single ongoing rate of 6.5% rather than the tiered schedule that previously existed.

Declares the act necessary for immediate preservation of public peace, health, and safety.
