HB 1338 Summary

• Creates a 15-member Regional Centers Task Force to study Colorado's intermediate care facilities for individuals with intellectual disabilities, with members appointed by June 15, 2014 and first meeting by July 15, 2014.

• Task Force must assess the state's needs for ICF/IID beds, evaluate community-based service capacity, determine appropriate bed levels, and develop strategic plans for regional center operations and potential client transitions.

• Department shall contract for an independent utilization study addressing regional center needs and cost-effective facility use, with vendor selected without conflicts of interest and completed study due to department by December 1, 2014.

• Department prohibited from selling regional centers or reducing beds through December 31, 2015, and must maintain adequate capacity for individuals with unsuccessful community transitions to return to state facilities.

• Appropriates $250,000 from general fund to Department of Human Services for task force expenses and utilization study; task force automatically repeals December 31, 2015.
