Creates the State Toxicology Laboratory within the Colorado Bureau of Investigation, effective July 1, 2015, to assist law enforcement in executing duties including enforcement of driving under the influence laws.

Establishes the State Toxicology Laboratory Fund, funded by fees imposed for laboratory work that cannot exceed the total direct and indirect costs incurred by the bureau, with all collected moneys transmitted to the state treasurer.

Requires the General Assembly to make annual appropriations from the fund to the Colorado Bureau of Investigation for toxicology laboratory services costs, including education needs associated with such services.

Modifies laboratory certification requirements to allow waiving specific certification requirements for laboratories accredited by the American Board of Forensic Toxicology, the International Standards Organization, or successors to either organization.

Appropriates $1,796,592 and 5.2 FTE for fiscal year 2014-2015 to the Colorado Bureau of Investigation for toxicology laboratory implementation, with $1,100,000 from the general fund and $696,592 from the state toxicology laboratory fund.
