Extends the deadline for annual transfers from the general fund to the capital construction fund through July 1, 2014 (previously ending July 1, 2013), with a transfer of $224,993,465 on July 1, 2014.

Adds $500,000 annual transfer from the general fund exempt account to the capital construction fund on July 1, 2014, in addition to existing transfers.

Allocates up to $135,335,748 in fiscal year 2013-14 surplus funds for specific capital construction projects at Colorado universities and state agencies, including library renovations, building additions, and IT system modernization, prioritized in order of completion ability.

Transfers $1,000,000 from the state historical fund to the capital construction fund in fiscal year 2013-14 for historic renovation of the State House of Representatives' and State Senate's chambers.

Establishes procedures for allocating 90 percent of fiscal year 2013-14 general fund surplus, with transfers to water conservation, state education fund, capital construction fund, and remaining surplus to education fund; all provisions repealed effective July 1, 2016.
