Allows insurers to deliver insurance-related notices and documents to policyholders by electronic means (email, web posting, mobile apps) if the recipient affirmatively consents and meets specified requirements.

Requires insurers to provide clear disclosure before obtaining consent, including the party's right to receive paper copies, withdraw consent, and the hardware/software requirements for accessing electronic documents.

Electronic delivery is equivalent to traditional mail delivery methods and satisfies legal requirements for notice and document delivery in insurance transactions.

Permits standard insurance policies and endorsements without personally identifiable information to be posted on insurer websites instead of mailed, provided policies remain accessible during the policy term and insureds can obtain paper copies upon request.

Applies to insurance policies issued or renewed on or after August 6, 2014, and does not modify federal electronic signature law or supersede the Uniform Electronic Transactions Act in case of conflict.
