Authorizes nonresident manufacturers and malt liquor importers licensed on or before June 1, 2014 to import and sell hard cider of their own manufacture that holds a federal bonded winery basic permit to Colorado liquor wholesalers.

Permits these licensed manufacturers and importers to maintain hard cider stocks and operate warehouses in which they have a financial interest by obtaining a wholesaler's liquor license.

Allows licensed manufacturers and importers to solicit orders from retail licensees and fulfill those orders through licensed wholesalers.

Requires hard cider distribution and sales by these entities to comply with the same requirements applied to malt liquor under Colorado Revised Statutes sections 12-47-406 and 12-47-406.3.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
