Repeal the September 1, 2014 termination date for in-home support services and extend the sunset date to September 1, 2019.

Expand in-home support services eligibility to include persons enrolled in the spinal cord injury waiver pilot program in addition to existing beneficiaries (elderly, blind, disabled, and disabled children).

Amend legislative declaration to recognize spinal cord injury waiver pilot program clients as beneficiaries of in-home support services, allowing for more self-direction in care and cost savings to the state.

Update the definition of "eligible person" to include individuals enrolled in the spinal cord injury waiver pilot program pursuant to part 13 of article 6 of title 25.5.

Effective date subject to referendum petition; bill takes effect August 6, 2014 unless a referendum petition is filed, in which case it requires voter approval in November 2014.
