• State licensing authority must establish rules by January 1, 2016 defining the equivalent of one ounce of retail marijuana flower in various retail marijuana products, including concentrates.

• State licensing authority may contract for a scientific study to determine equivalency of marijuana flower in retail marijuana products before promulgating required rules.

• Retail marijuana stores may sell up to one ounce of marijuana or its equivalent in various products to Colorado residents in a single transaction, and up to one-quarter ounce or equivalent to non-residents.

• $100,000 appropriation from the marijuana cash fund to the Department of Revenue for fiscal year 2014-2015 to fund a scientific study on marijuana flower equivalency.

• Act declared necessary for immediate preservation of public peace, health, and safety.
