Prohibits retail marijuana sellers from explicitly or implicitly marketing or offering products to anyone under 21 years old.

Requires the state licensing authority to promulgate rules by January 1, 2016 establishing a standard symbol on edible marijuana products indicating they contain marijuana and are not for children.

Mandates the state licensing authority convene a stakeholders group by August 1, 2014 including representatives from public health, retail operators, manufacturers, child abuse prevention experts, and children's health advocates to recommend rules for product identification.

Requires the state licensing authority to report findings to the Senate Health and Human Services Committee and House Health Insurance & Environment Committee by February 1, 2015.

Prohibits the standard symbol from appropriating signs or symbols associated with other Colorado businesses or industries.
