Defines "autocycle" as a three-wheeled motor vehicle with an enclosed seating area equipped with safety belts complying with section 42-4-237, airbag protection, and a hardtop enclosure that protects occupants from the elements.

Exempts autocycles from motorcycle regulations by excluding them from the definition of "motorcycle" in Colorado law.

Requires autocycles to be issued one license plate (similar to motorcycles) instead of two plates, and mandates the plate be the same size as a motorcycle license plate with registration numbers displayed in numerals or letters at least one-and-one-half inches in height.

Appropriates $33,990 to the Department of Revenue for fiscal year 2014-2015 to purchase computer center services needed to implement the autocycle registration system, with matching funds allocated to the Office of Information Technology.

Takes effect July 1, 2014, and applies to vehicles registered or acts committed on or after January 1, 2015.
