Prohibits advertising through public media (newspapers, radio, television, internet, etc.) to find a child for adoption, locate adoptive homes for children, or offer to place children for adoption.

Excludes from the prohibition licensed child placement agencies, state and county social services employees, adoption exchanges, attorneys licensed in Colorado, individuals working with authorized agencies, and those with favorable home study recommendations.

Does not apply to personal or work electronic mail, text messages, or telephone communications, nor to individuals advertising fertility-related services.

Classifies unauthorized advertising of children for adoption purposes as a Class 6 felony.

Takes effect July 1, 2014, and applies to offenses committed on or after that date.
