Requires the Colorado Department of Education to create annual core course level participation and performance reports by November 1, 2014, and each November thereafter for all school districts and schools.

Reports must include student participation in each core course level (English, mathematics, science, and social studies) disaggregated by student groups, and proficiency levels achieved on statewide assessments when available.

Beginning with the 2016-17 academic year, reports must be made available on the Department's website and used by schools and districts to inform their district and school improvement plans.

Requires schools and districts to examine course placement policies and decisions and develop strategies to address significant disparities in student performance by course level or disproportionate enrollment of specific student groups in lower-performing courses.

Appropriates $144,216 and 0.2 FTE to the Department of Education for fiscal year 2014-15 to implement information technology services for the reporting system.
