• Modifies capital budget request submission deadlines to the Capital Development Committee, requiring requests from state agencies and institutions by specific dates (September 15 for acquisitions, October 1 for construction, December 1 for controlled maintenance).

• Authorizes the Department of Public Safety to purchase a forensic laboratory facility in Jefferson County for $7.2 million to comply with House Bill 13-1020 and consolidate operations from leased Denver commercial space.
