Declares internet sweepstakes cafés and similar establishments using simulated gambling devices to award prizes are contrary to Colorado public policy and violate existing constitutional and statutory gambling regulations.

Creates a new class 3 misdemeanor offense for offering, facilitating, or providing simulated gambling devices in exchange for any consideration (device use fees, admission charges, or product purchases).

Establishes civil remedies including injunctive relief, damages up to 3 times actual business transacted or actual losses, and attorney fees for violations by both the Attorney General/district attorneys and private parties holding gambling licenses.

Exempts internet service providers, software developers, and website service providers from liability unless their primary purpose is to support simulated gambling device operations.

Takes effect July 1, 2014.
