Clarifies that "authorized employees of the state health agency" administering the medical marijuana registry includes independent contractors and other agencies working under intergovernmental agreements with the state health agency.

Specifies that independent contractors administering the medical marijuana program are not considered state employees for purposes of state employee benefits, including Public Employees Retirement Association benefits.

Defines "bona fide physician-patient relationship" for medical marijuana program purposes as requiring a physician to complete a full medical assessment, consult with the patient about their condition before registry application, and offer follow-up care to monitor treatment efficacy.

Restricts primary caregivers from growing, selling, or processing marijuana only for patients who hold a current and valid registry identification card and are currently identified on the medical marijuana registry as that caregiver's patient.

Declares the act necessary for immediate preservation of public peace, health, and safety.
