Submits a constitutional amendment to Colorado voters at the 2014 general election to reorganize the House of Representatives by county-based districts instead of population-based districts.

Divides the House of Representatives into as many districts as there are counties in Colorado, with each representative district's boundaries coterminous with one entire county.

Maintains the current population-based apportionment process for the Colorado Senate, which continues to be redrawn decennially by the reapportionment commission.

Makes the reorganization effective on January 10, 2017, if a majority of electors approve the amendment.

Requires voter approval through a ballot proposition asking whether to amend the Colorado Constitution concerning state representative districts.
