CO HCR1002

Doubles the signature requirement for citizen-initiated constitutional amendments from 5% to 10% of votes cast for secretary of state in the previous general election, effective for amendments voted on in 2015 and thereafter.

Requires that a minimum number of signatures be collected from each U.S. congressional district in Colorado, equal to 70% of total required signatures divided by the number of congressional districts.

Congressional district signature requirements are calculated based on district boundaries in effect at the time the petition is filed with the secretary of state.

Exempts petitions that solely repeal provisions from amendments approved by voters prior to 2015 from both the increased signature requirement and the geographic distribution requirement.

Requires that initiative petitions combining state legislation and constitutional amendments meet the higher signature requirements applicable to constitutional amendments.
