Amends House Rule No. 25(a.2) to modify the referral process for bills allocating additional legislative staff resources during the interim

Removes the ability to refer bills creating or authorizing interim studies to the Legislative Council as a committee of reference

Allows bills that allocate additional legislative staff resources to be referred to the Legislative Council as a committee of reference

Updates statutory reference from section 2-3-303.3 to section 2-3-301(5), Colorado Revised Statutes
