Transfers the Safe2tell program from existing authority to the Department of Law, effective June 30, 2014, with the Attorney General administering the program.

Establishes the Safe2tell program to provide anonymous reporting tools for students and community members to report unsafe, potentially harmful, dangerous, violent, or criminal activities in schools to law enforcement and school officials.

Creates confidentiality and anonymity protections for Safe2tell materials, limiting disclosure except through court-ordered in camera review when a criminal defendant can show the materials contain impeachment or exculpatory evidence; knowing disclosure of materials is a Class 1 misdemeanor.

Creates a Safe2tell Cash Fund in the state treasury funded by fees for public awareness materials, program revenues, nonprofit moneys transferred on June 30, 2014, and appropriations by the General Assembly.

Appropriates $266,952 and 2.5 FTE for fiscal year 2014-15, including $144,231 for personal services, $71,427 for operating expenses, and $48,676 for dispatch services provided by the Department of Public Safety.
