Increases assistance payments for the Aid to the Needy Disabled (AND) program by 8 percent for fiscal year 2014-15, with encouragement to restore payments to 2006-07 levels adjusted for cost of living in subsequent years.

Creates a Federal Supplemental Security Income (SSI) Application Assistance Pilot Program to run for two years, helping AND applicants complete federal SSI and Social Security Disability Insurance applications more thoroughly and timely.

Authorizes the state department to award a competitive contract to a nonprofit organization to implement the pilot program in at least three Colorado counties by October 1, 2014, with reporting requirements due November 1, 2015 and 2016.

Allows counties to waive the requirement that AND applicants apply for federal SSI benefits under specific conditions determined by the state department to ensure complete application submission.

Modifies the State Supplemental Security Income Stabilization Fund to limit reserves to 20 percent of the annual AND program appropriation, with excess funds reverting to the general fund.
