Allows old age pension recipients to receive up to $300 per month in gifts, grants, or donations without reducing their pension amount.

Requires the state department to disregard the first $300 per month in gifts, grants, or donations when calculating income and resources for old age pension eligibility.

Eliminates the requirement for old age pension recipients to report the first $300 per month received in gifts, grants, or donations.

Decreases general fund appropriation to the controlled maintenance trust fund by $51,593 for fiscal year beginning July 1, 2014.

Appropriates $38,440 total for Colorado Benefits Management System modifications to implement the act, funded from general fund, old age pension fund, reappropriated funds, and federal funds.
