Establishes legislative findings that municipal water conservation is critical to Colorado's water supply, noting outdoor landscape irrigation consumes 70-85% of municipal water use compared to 5% for indoor use.

Directs a legislative committee to investigate best practices for limiting municipal outdoor water consumption during the 2014 interim, including practices for local governments, water suppliers, homeowners, real estate developers, and landscaping contractors.

Requires the committee to propose legislation, if appropriate, to implement identified conservation practices that are reasonable and likely to result in measurable municipal water conservation for outdoor purposes.

Sunsets the investigation requirement on September 1, 2015.
