Expands the prohibition on furnishing cigarettes and tobacco products to minors under age 18 to include all nicotine products, including electronic cigarettes and devices that deliver nicotine or tobacco.

Establishes that persons furnishing cigarettes, tobacco products, or nicotine products must request government-issued photographic identification proving the buyer is 18 or older; ID check requirement is waived in face-to-face transactions if the individual appears older than 30.

Designates the division of liquor enforcement within the department of revenue as the lead state agency for enforcing laws prohibiting sales of cigarettes, tobacco, and nicotine products to minors and requires minimum random inspections as mandated by federal regulations.

Defines "nicotine product" to include any product containing nicotine or tobacco intended to be ingested, inhaled, or applied to skin, and any electronic device that delivers tobacco or nicotine, excluding FDA-approved tobacco cessation products.

Creates the Cigarette, Tobacco Product, and Nicotine Product Use by Minors Prevention Fund to receive fines from violations and support grant programs for retailer training materials and youth prevention programs.
