Requires the motorcycle operator safety training (MOST) program to include "share the road" and impaired riding programs as part of its curriculum.

Increases the administrative cost cap from 15% to 20% of total program costs.

Establishes a new 10% cap on program spending for promotion of motorcycle safety.

Requires 70% of total program costs be used to subsidize tuition for MOST-approved courses to ensure training remains accessible and affordable.

Authorizes the program director to designate support staff in addition to a program coordinator to implement and administer the program.
