Expands domestic wastewater treatment grant program to assist small communities serving populations of not more than 5,000 people with planning, design, and construction projects.

Authorizes the Department of Natural Resources to enter into contracts with governmental agencies and counties representing unincorporated areas to grant state funds for eligible wastewater projects.

Requires the Water Quality Control Commission to establish a project categorization system prioritizing proposed domestic wastewater projects based on water quality needs and public health protection.

Repeals the previous domestic wastewater treatment works statute (25-8-703) and consolidates grant authority within the existing water and wastewater grant fund framework.

Takes effect 90 days after final adjournment of the general assembly (August 6, 2014), subject to voter approval if a referendum petition is filed.
