Removes requirement that the state engineer print and distribute annual reports on dam and reservoir safety activities to legislative committee chairs, instead requiring reports be filed per standard statutory procedures.

Eliminates printing requirements for biennial water rights tabulations and decennial abandonment lists, instead making them available for inspection in offices and on the state engineer's website.

Authorizes electronic mail delivery of state engineer decisions on substitute water supply plans and interruptible water supply agreements, with first-class mail option if parties elect.

Changes substitute water supply plan notification to parties to default to electronic mail with first-class mail as an elected alternative.

Takes effect August 6, 2014, subject to referendum petition provisions.
